MOPI focuses exclusively on policing applications. However, the general principles, standards and requirements set-out in the code of practice and associated guidance are applicable across the organisation as a whole:
- ability to share information across the organisation, between forces and with external strategic partners (subject to appropriate access security)
- ensuring information accuracy and integrity by:
- avoiding unnecessary duplication of information across systems
- effective and visible version control and audit trail
- prevention of unauthorised access to information
- creating (immutable) records of information where required to support weight-of-evidence requirements and to meet regulatory requirements for retention
- avoidance of accidental information loss or information theft by implementing effective systems to protect unauthorised access and usage of information once it has gone beyond system boundaries (Information Rights Management)
- automated enforcement of regulatory and best practice policies for the retention, periodic review and disposal of information
In practice, these requirements effectively form the design template for an Enterprise Content Management platform that would manage all controlled, unstructured content (documents, forms, scanned images, emails and attachments, audio, photographic, video, web pages, discussion threads...) across an organisation.
